We use the past continuous to describe an action in progress in the past.

We form the past continuous with subject + was / were + verb + -ing.
To form negative sentences, we add not to was / were.

In questions, the order is: was / were + subject + verb + -ing.
In short answers, we don’t repeat the verb + -ing. Was it snowing?
Yes, it was.

Past simple and past continuous
We often use the past continuous and past simple in the same sentence.
We use the past simple for short actions.
We use the past continuous for longer actions. The past simple describes an event that interrupts a longer action in the past continuous.
We use the time connectors when or while to mean that something took place during the time another action was happening.
We usually put when before the past simple clause and while before the past continuous clause.
He was playing golf when the lightning struck him.
The lightning struck him while he was playing golf.
