2 Инфинитив используется с to после фраз:

Это необходимо...

Значения этих фраз близки к значениям модальных глаголов can, may, should, must. После этих модальных глаголов инфинитив используется без to :

Невозможно предотвратить войну (невозможно).

Мы можем (не можем предотвратить войну.

Необходимо предотвратить войну (необходимо).

Мы должны предотвратить войну.

Важно, чтобы предотвратить войну (важно).

Мы должны предотвратить войну.

Вполне возможно, что люди предотвратят войну (можно).

Люди могут предотвратить войну.

It is important to prevent war (важно . We should prevent war.
